Project Description:
The Town of Center purchased 90 acres of land adjacent to its limits, but the Board and community members struggled to agree on initial development phases and the entitlement path to achieve their goals. CPS was engaged to provide targeted training for the Board of Trustees on regulatory tools, annexation, zoning, and development standards for this critical parcel.
Through a structured three-session program, CPS helped Board members understand the regulatory framework, available authority, and strategies to achieve the Town’s vision. The sessions covered state and federal regulations, the Town’s existing standards, and practical application to the North 90 property. The training culminated in a final report outlining next steps and a regulatory framework to guide development.
This project highlights CPS’s ability to empower communities through education and training. By establishing a shared understanding among stakeholders, CPS ensures local leaders have the knowledge and confidence to make informed decisions that align with community goals.
