Project Description:

The Town of Hot Sulphur Springs is experiencing rapid growth from the east side of Grand County, resulting in record building permits, land development inquiries, and an influx of new residents. CPS was retained to provide on-call development services in the capacity of Town Planner, collaborating with staff across departments and attending Planning Commission and Board of Trustee meetings as needed.

CPS brings extensive experience in municipal management, infrastructure planning, mapping, code enforcement, and elected and appointed official training. Our team supports the town in managing development efficiently while maintaining the character and values that make Hot Sulphur Springs unique.

One of CPS’s greatest achievements has been designing and implementing a comprehensive training program for the Board of Trustees and Planning and Zoning Commissioners. Beginning with foundational planning concepts and progressing to deep dives on comprehensive planning and community engagement, the program enhanced local knowledge and empowered leaders to make informed decisions. The training’s success led the Board to approve additional sessions through 2021.

Armed with this knowledge, the Board successfully secured a $200,000 grant to update the town’s Comprehensive Plan and Land Development Code. Over the past three years, CPS has facilitated extensive community engagement, culminating in the adoption of the updated Comprehensive Plan. We continue to provide tools and training to help staff and elected officials navigate and administer the new rules effectively, ensuring sustainable growth and community alignment.
