Strategic Plan.

Town of Silver Plume

Project Description:

The Town of Silver Plume, Colorado, is a small community facing the challenge of managing multiple projects and priorities with limited staff and financial resources. Town leadership sought a structured approach to guide decision-making and ensure community projects were both feasible and impactful.

CPS, in partnership with Catamount Studio, was engaged to develop a strategic planning framework tailored to the town’s unique needs, create a methodology for evaluating and prioritizing community projects, and engage local stakeholders to identify present and future needs

The CPS team worked closely with the Silver Plume Board of Trustees and local residents to assess community priorities and resource constraints. Through collaborative workshops, stakeholder interviews, and analysis of existing projects, CPS helped define criteria and processes to guide project evaluation.

The project resulted in a practical methodology that enables the town to assess and prioritize initiatives effectively. By applying this framework, Silver Plume can make informed decisions, allocate resources strategically, and ensure that both current and future community projects align with the town’s goals and needs. This effort empowers the town to move projects forward confidently, maximizing impact while optimizing limited resources.
