Town of Kremmling

Project Description:

Kremmling faced pressing housing challenges and sought a structured approach to identify needs, barriers, and strategies for sustainable development.

CPS conducted a Community Readiness Assessment in three phases:

Stakeholder Engagement: A 13-member group representing businesses, schools, and government provided insights on housing needs, potential sites, and regulatory obstacles through workshops, virtual meetings, and one-on-one discussions.

Regulatory Analysis: CPS reviewed the Kremmling Municipal Code and Comprehensive Plan, identifying outdated or unclear provisions that could impede housing development. Findings were refined with Planning Commission feedback.

Recommendations & Strategy: CPS delivered actionable strategies focused on:

  • Community Partnerships: Collaborating with local organizations and forming a housing coalition.

  • Policy Updates: Streamlining regulations and incentivizing housing development.

  • Funding Opportunities: Leveraging grants, alternative taxes, and local economic initiatives.

The assessment provided Kremmling with a clear roadmap to address housing challenges, strengthen stakeholder collaboration, and guide policy updates for sustainable community growth.
