Project Description:

The Town sought to ensure that its development regulations were clear, consistent, and aligned with both community goals and legal requirements. With increasing development activity and evolving land use standards, town leadership recognized the need for a comprehensive assessment of the existing code to identify inconsistencies, gaps, and opportunities for improvement.

  • The project team was engaged to conduct a thorough review of the town’s development regulations and provide actionable recommendations. The objectives included:

  • Identifying code sections inconsistent with other regulations

  • Highlighting areas that could be updated to reflect community priorities and industry best practices

  • Ensuring compliance with recent court decisions affecting land use

The project team conducted multiple meetings with town staff, performed a comprehensive desk review, and created an assessment table documenting findings and proposed updates. The team then provided a detailed report with a phased implementation strategy to guide the town through updating its code.

Following the assessment, the town began a phased update of its development code. CPS has played a central role in completing Phase One and continues to support subsequent phases, ensuring the code becomes fully updated, practical, and aligned with both community vision and regulatory requirements.
