Town of Parachute
Project Description:
CPS conducted a comprehensive assessment of the Town of Parachutes current regulations. As part of a code assessment project, CPS identifyed strengths, weaknesses, and areas of concern such as organizational issues, internal inconsistencies, and conflicts with state law. Findings were documented in an Assessment Table and categorized by the level of amendment needed. CPS drafted recommendations, reviewed them with Town staff, and delivered a final report summarizing the necessary updates to align the code with the Comprehensive Plan and best practices.
In addition, CPS assisted the Town in establishing a Planned Unit Development (PUD) overlay district by drafting new submittal requirements, review procedures, and approval criteria. CPS identified the best location for the new provisions within the LUR, collaborated with Town staff to refine the language, and prepared an adoption ordinance for public hearings with the Planning Commission and Town Council. CPS also developed tiny home standards tailored to the Town’s needs, including dimensional and performance standards, allowed zones, and related regulatory language. These standards were crafted following stakeholder input and delivered alongside a draft ordinance for consideration and adoption.
