Project Description:

The Town of Silverton sought to understand potential growth and development opportunities in the Shrine Hill area. With 211 undeveloped lots within the subject area, town leadership needed clarity on which areas could realistically accommodate development, taking into account infrastructure, zoning, and environmental constraints.

CPS was engaged to provide a detailed analysis of the opportunities and challenges to developing Shrine Hill that addressed:

  • Property ownership

  • Zoning

  • Water and sewer infrastructure

  • Access and roadways

  • Natural features

The final report identifies opportunities and constriants on future development of this area of town to assist in determining paths forward. The final conclusion of this analysis finds that 63 parcels are currently improved and 115 parcels are impacted by atleast one hazard. The Town has received this report and used it in discussions with property owners on Shrine Hill who were interested in finding ways to develop their property.
