Project Description:

The Town of Winter Park, nestled in the Fraser River Valley along the western slope of the Continental Divide, is home to the renowned Winter Park and Mary Jane ski resorts. In recent years, the Town has experienced a surge of high-density condo and townhome redevelopment, but with limited land available for development, projects have become increasingly complex and difficult to manage. For a two-person staff, the growing workload was more than they could handle alone.

In the fall of 2021, Winter Park partnered with CPS to provide development review services. CPS was immediately assigned three active projects, and within days our team was up to speed on the Town’s code and applying provisions to real cases. Since then, we’ve strengthened the Town’s ability to process land use applications efficiently, supported major projects like the Winter Park Base Area redevelopment, and provided adaptable review services tailored to each project’s needs—whether serving as a full case manager or as a zoning reviewer.

Beyond case review, CPS has also delivered added value to the Winter Park community by sharing best practices from across Colorado, developing tools like flowcharts and guides to educate applicants, and offering innovative approaches to challenges such as measuring building height in mountainous terrain. Our flexibility, expertise, and commitment to transparency continue to make the development review process smoother and more effective for the Town, its staff, and the broader community.
